REQUEST FOR QUOTATION (RFQ) NOTICE Legal Services for Vetrozelena Wind Farm Project RFQ Reference: VZN-LEGAL-RFQ-2026 Issued by: Vetrozelena d.o.o. Beograd - Novi Beograd 1. Procurement Overview Vetrozelena d.o.o. Beograd - Novi Beograd (“Client”) hereby invites qualified law firms to submit quotations for the provision of legal services in connection with the Vetrozelena Wind Farm Project, an approximately 300 MW onshore wind power project located in the Republic of Serbia. The Project has entered the construction phase and requires ongoing legal support throughout project implementation, financing, construction, regulatory compliance and operational preparation. 2. Scope of Services The selected law firm shall provide legal services including, but not limited to: Corporate governance and commercial legal matters; EPC contract and project-related legal support; Construction permits, land rights and administrative procedures; Energy regulation and grid connection matters; Project financing and lender-related legal support; Governmental and regulatory affairs; Employment and labor law matters; General legal advisory services related to project implementation. Detailed requirements are set out in the Request for Proposal (RFP) document. 3. Qualification Requirements Interested law firms shall satisfy the following minimum requirements: Legally registered and licensed to practice law in the Republic of Serbia; Demonstrated experience in renewable energy, infrastructure and construction projects; Experience advising on large-scale wind power projects in Serbia; Capability to provide legal services in English and Serbian; Experience working with international clients, particularly Chinese-invested projects; Ability to provide or coordinate cross-border legal advice within Europe; No material legal or compliance violations within the past three years. Consortiums, joint ventures and associations of multiple law firms are not permitted. 4. Service Period The initial engagement period shall commence upon contract signing and continue until 31 December 2026. Subject to satisfactory performance and project requirements, the Client reserves the right to extend the engagement. 5. Submission Requirements 5.1 Interested law firms shall submit: Commercial quotation; Firm profile; Relevant project experience and references; Proposed service team; Any assumptions or exclusions. All submissions shall be prepared in English. 5.2Obtaining the RFQ Documents Interested law firms may obtain the RFQ documents free of charge through the POWERCHINA Procurement Digital Platform ([https://bid.powerchina.cn - 开通VIP后可查看]) before 17:00 (Serbia Time) on 6 June 2026. Alternatively, the RFQ documents may be requested directly from the Project Company via: Email: 6. Evaluation Method The evaluation shall be conducted using the Lowest Price Method. The Client will first assess whether the bidder satisfies all qualification requirements, scope of services requirements and submission requirements set out in the RFQ documents. Only technically and commercially compliant bidders will be considered for price evaluation. Among all compliant bidders, the bidder offering the lowest evaluated price shall be recommended for award. 7.
